On February 5, 2009, the United States International Trade Commission made final ruling that imports of small diameter graphite electrodes from China caused substantial damage to the industry within the United States, according to the Bureau of Fair Trade for Imports and Exports of China's Ministry of Commerce.

The US Department of Commerce launched the anti-dumping investigations on February 7, 2008, and on January 9, 2009, stated that Chinese enterprises' margin of dumping ranged from 132.9 percent to 159.6 percent.

As both the ITC and Commerce Department have affirmed the ruling, the U.S. Customs will charge Chinese products anti-dumping duties based on the above-mentioned range.-People’s Daily Online
