  The "14th five-year-plan" is the first five years for China to build a well-off society in an all-round way, realize the first centenary goal, take advantage of the situation to start a new journey of building a socialist modern country in an all-round way and march towards the second centenary goal. The Fifth Plenary Session of the 19th CPC Central Committee formulated The fourteenth five-year-plan for national economic and social development and the long-term goals for 2035, in which put forward the idea of "forming a new development pattern with the domestic big cycle as the main body and domestic and international dual circulation promoting each other". How can Inner Mongolia integrate into the national "dual-circulation" development pattern?

  Recently, the Inner Mongolia Macro-economic Research Center held the 64th Inner Mongolia development and reform forum with the theme of "planning a new beginning, leading a new journey - learning and implementing the spirit of the Fifth Plenary Session of the 19th CPC Central Committee". Focusing on the theme of how to actively integrate Inner Mongolia into dual-circulation, relevant experts and scholars from professional departments, such as the Political Research Office (Reform Office), Beichen Think Tank, Energy Bureau of the Autonomous Region, Inner Mongolia Agricultural University and nner Mongolia Macro-economic Research Center, conducted in-depth discussions and gave advice and suggestions.

  Experts believe that the "dual-circulation" development pattern will pay more attention to domestic development, which will become an inevitable trend of China's economic development in the future. In the process of integrating into the national " dual-circulation" development pattern, we should not only take responsibilities, but also be good at seizing opportunities. These chances include strengthening food security to make the production and processing bases of green agriculture and livestock products better and stronger; strengthening energy security to enlarge the environmentally-friendly transformation and upgrading of modern energy and chemical industry; strengthening scientific technology to arrange a number of major science and technology platforms and infrastructure; promoting consumption expansion to increase the income of urban and rural residents and to cultivate new consumption; expanding accurate and effective investment to play an important role in project and stable investment; sharing the potential market to the world to upgrade our region’s opening-up level.

  When stepping up, you can always get there. During the 13th Five-Year-Plan, Inner Mongolia implemented "energy efficiency front runner" to promote the green transformation of key energy consumption industries. The energy consumption of raw coal, thermal power supply, cement, ferrosilicon, caustic soda and other unit products exceeded the advanced value of national energy consumption quota standard. Promote industrial water saving, with the water consumption per 10000 yuan of industrial added value being 15.74 cubic meters, 38.2% lower than that in 2015. Build a green manufacturing system, with 102 green factories, 31 green products, 4 green supply chains, 15 green parks, 23 green manufacturing standards, of which 3 have reached national standards. Environmental protection facilities such as sewage treatment, slag yard, heat supply and other environmental protection facilities in national and autonomous regional industrial parks have been completed, and 62 industrial enterprises in nature reserve have all been withdrawn.

  Achieving progress is the cornerstone of sustainable development. To meet the "14th five-year-plan", experts suggest that we should focus on the implementation of green, clean and digital transformation, and consider the high-quality development path of energy industry in Inner Mongolia during the "14th five-year-plan". In view of the fact that per capita carbon emission in our region is far higher than the national average level and achieving the task of carbon dioxide emission peak is arduous, we should promote the double reform of energy production and utilization, to solve the major constraints in the energy economic development of Inner Mongolia in the direction of building a national low-carbon energy base.

  Business environment is an important soft power of a country and even a region. To continuously deepen the reform of "release, control and service" and optimize the business environment is conducive to stimulating market vitality and enhancing the endogenous driving force of development. In recent years, although the construction of business environment in Inner Mongolia has achieved progress, compared with other advanced provinces and cities in China, the overall situation lags behind. Experts suggest that we should take the opportunity of "deepening the simplification of administration and decentralization, the combination of decentralization and management, the optimization of service reform, and the continuous optimization of marketization, legalization and internationalization of business environment" by the central government during the "14th five-year-plan", in accordance with national policies, and deal Inner Mongolia's regional affairs well.

  It is an important task to consolidate and expand the achievements of poverty alleviation and effectively undertake rural revitalization in the period of the "14th five-year-plan". There are still many underdeveloped ecological functional areas in our region. As the ecological security barrier in northern China, Inner Mongolia must adhere to the new high-quality development path, which prioritize ecology and orient green development. Experts at the meeting proposed that the Party committee and government of the autonomous region should further streamline administration and decentralization, and continue to increase the support for the banner and county of ecological functional areas; when formulating the "14th five -year-plan" for relevant counties, attention should also be paid to synergy and culture, especially the importance of high-quality development of industrial parks, so that to achieve the goal that lucid waters and lush mountains are invaluable assets.

  The 14th five-year-plan is about to put into practice. It is believed that with joint efforts of all parties, Inner Mongolia will make a new achievement in integrating into the national "dual-circulation" development pattern.
